Canada considers investigating the application of safeguard measures on some imported steel products in the form of “progressive tariffs”.

The Ministry of Finance of Canada posted a notice on August 14, 2018 about consulting stakeholders in Canada (manufacturers, importers, Canadian consumers…) on the possibility of applying a safeguard measure. (including the imposition of provisional safeguard measures) on imported steel products.

Under the provisions of the WTO Safeguards Agreement, a global safeguard measure is applied in the event that the investigating authority of a country, through the investigation process, determines that an imported product is increasing in quantity. , causing or threatening to cause serious injury to a domestic industry.

In order to prevent such serious damage in time, the importing country may apply a provisional safeguard measure with a maximum duration of 200 days on the basis of a preliminary investigation decision.

Bộ Tài chính Canada đã làm việc với các nhà sản xuất sản phẩm thép trong nước từ ngày 29/6/2018 về khả năng áp dụng biện pháp tự vệ tạm thời nhằm ngăn chặn sự gia tăng thép nhập khẩu.

Biện pháp tự vệ tạm thời, nếu được áp dụng, sẽ được áp dụng dưới dạng “thuế luỹ tiến” đối với toàn bộ các sản phẩm thép nhập khẩu bị điều tra hoặc đối với các sản phẩm thép nhập khẩu vượt ngưỡng quy định (hình thức hạn ngạch thuế quan).

Cục Phòng vệ thương mại, Bộ Công Thương khuyến nghị các doanh nghiệp xuất khẩu thép Việt Nam rà soát tình hình xuất khẩu thép sang thị trường Canada, tham gia gửi bình luận/lập luận về vụ việc và chuẩn bị ứng phó với vụ việc.

Sẵn sàng các phương án trong trường hợp Canada quyết định áp dụng biện pháp tự vệ đối với một số sản phẩm thép nhập khẩu./.
